Ryan Macy-Hurley

Ryan Macy-Hurley, he/him, is a Senior Consultant at Change Well Project where he currently focuses on community engagement to inform the development of Los Angeles County’s new Department of Homeless Services and Housing. Prior to joining Change Well in 2025, Ryan led the policy and planning team at Shelter Partnership in L.A. County, where among other responsibilities he served for 7 years as the lead consultant to the Los Angeles Homeless Services Authority on the federal Continuum of Care Program. In this capacity, he advised on CoC governance, performance evaluation and improvement, funding priorities and resource procurement, improving services integration and housing opportunities for survivors of domestic violence and human trafficking, and community outreach and engagement. His career in the field of homeless services spans 25 years and includes leadership roles in resource development, strategic partnerships, program evaluation, and training and technical assistance at 1736 Family Crisis Center and Beyond Shelter. He has a Master’s degree in Social Welfare from UC Berkeley and a Bachelor’s degree in Sociology, with a Concentration in Peace and Conflict Studies, from the College of the Holy Cross. Ryan attributes his family upbringing, education and time as a Jesuit Volunteer serving as a Caseworker at a drop-in center in Dallas, Texas’ skid row for inspiring his quest to change systems of care to promote justice and equity.
