Understanding and Strengthening the Ecosystem
of Housing and Homelessness Services:
A Comprehensive Learning Cohort for Program Leaders

Program Leaders—including program managers and analysts
responsible for designing and/or administering housing
programs—play a critical role in meeting the needs of those
experiencing homelessness. The Change Well Project is excited
to launch a comprehensive blended learning opportunity
designed to provide Program Analysts and Managers with
in-depth support and training tailored specifically to their work.
This blended learning experience includes a series of courses
to deepen our understanding of the homeless response systems
the larger system dynamics, and the latest innovations—
as well as review core concepts and effective practices
of each CDSS-funded program.
NOTE: This curriculum is designed for CDSS-funded
program managers and analysts that are responsible
for designing and/or administering HDAP, BFH,
CalWORKs HSP, PRK, and Home Safe programs.
Convenient Self-Paced, Online Format
This is a self-paced learning program via the
Change Well Projects Digital Learning Platform—coupled
with virtual office hours sessions following each core
learning module to ask questions, share promising
practices, access tools and resources, and more.

Six Foundational Learning Modules
The Program Leaders Cohort will focus on deepening knowledge in six key areas essential to understanding
and strengthening homeless response systems.

Primer on Homelessness
Understand the scope and causes of homelessness—including how the rental market and availability of affordable housing impacts homelessness, and how discriminatory housing policies laid the foundation for race-based inequities in access to housing.

Housing Activities
and Services
Understand the core services and activities within an effective housing program—including case management, housing navigation, and direct financial assistance—and how Housing First principles inform on-the-ground
programs in leveraging core services
and housing supports.

Introduction to
Effective Practices
Understand the guiding principles of housing programs—including Housing First, Harm Reduction, and Trauma-Informed Practices—and how they translate into specific participant-
centered practices in housing case management and program design.

Homelessness System Coordination
Learn how federal, state, and local government systems interact to serve populations with different housing needs—and how Continuums of Care and Coordinated Entry Systems play a central role in local homelessness response.

System Components & Program Interventions
Learn how housing assessments have evolved over time in the provision of housing service; how to leverage homelessness prevention strategies
to create a high-impact program;
and how rapid rehousing
programs serve individuals
experiencing homelessness.

Learn the essential elements of each CDSS Housing & Homelessness Department program—including Bringing Families Home, CalWORKs Housing Support Program, Home Safe, and Housing & Disability Advocacy Program—and how they interact to address the homelessness crisis across California.
